The Windows development team continues working on migrating settings from the classic Control Panel to the modern Settings app. Just a couple of months ago, mouse settings were moved to Settings, and now it's time for keyboard settings.
In the latest Windows 11 Insider builds for Dev and Beta channels, options controlling the repeat delay (how long before a held key starts repeating) and repeat rate (how fast characters repeat) have been added to Settings > Accessibility > Keyboard. However, these options are currently hidden as their implementation isn't yet complete. They'll likely become available to Insiders in the coming weeks.
The changes were discovered by user phantomofearth.
The migrated keyboard settings allow users to customize keyboard behavior to their preferences:
Repeat delay. Determines how long a key must be held before the character starts repeating automatically.
Repeat rate. Controls how quickly characters repeat after the initial delay has passed.
